Indeed.  If users are unhappy with text/plain (and want bold, italics,
etc., reflowing paragraphs and so on), then we've already got a
non-HTML solution: text/enriched, rfc1896.  

What common MUA's can generate or even display RFC 1896 rich text?


But let's be realistic: we're stuck with HTML.  The best we can hope
for is to get software producers to default javascript to off, and
similarly for retrieving remote URIs (so we can stop webbugs from
working).

That is realistic, but we could also hope to get software producers
to turn off HTML by default, or at least until the user asks for
some formatting.   

That hope, very faint as it is, is less unrealistic than hoping that
the same software producers will include support for CR/CRIs, RMX, or
about anything else that they are not already supporting.  Turning
off HTML until the user asks for formatting would not cause user
consternation, unlike including spam rejection facilities.
