but that issue is there now... but due to the lack of accountability
and the ease of email forgery it places a heavy burden on the victim.

There are *ALREADY* enough laws in place that *IF THEY WERE ENFORCED*
would end the spam problems we now face. There are already laws against
- hijacking computers
- selling controlled drugs without a doctor's prescription (and
prescribing controlled drugs without a physical visit from the
patient)
- pump-n-dump stock scams
- Nigerian 419 scams
- theft of cable-TV services
- selling pirated computer programs
- forged headers (in some jurisdictions only)
etc, etc, etc. Police forces usually won't get involved unless actual
damages exceed $50,000. Passing additional laws simply means that even
more laws won't get enforced.
