Yes, the keywords and ADV are English. There are 4, count 'em 4 tokens;
with a vocabulary that small, the benefits of internationalization are
extremely dubious compared to the added complexity.
I'll add a 'graph about this to the Rationale.
At the recent OpenGroup Messaging Forum Conference, one of the speakers
from Asia discussed the Korean anti-spam law that requires a similar
labeling scheme in Korean. He mentioned that spammers tend to use
different character sets that technical say the same thing, but in
practice are harder to filter.
