Let me strongly encourage you to re-cast the bulk of your document
into non-technical issues, first.

That's a good start, for setting up the important statements. The next
set of statements should talk about how all this is used by people. For
example, when are senders required to formally sign their messages?
What kind of signature? (For example, there is a big difference between
having it notarized, versus not.)
