This is not a coordinated mechanism - its just a standard for abuse
reports. Such abuse reporting standard is intended mainly to make the
ISPs' jobs easier and spam reporting more automated. For example, if
such standard was implemented, abuse reports coming to an ISP can be
automatically parsed into their helpdesk systems, saving time required
to read and transcribe them. This can definatly free up time for the
ISPs to go after the spammers themselves.
