Well, everyone keeps saying this but I don't particularly see why this
should be the case. I'm sure some, even many, such ISPs will do as you
say but are you really going to vouchsafe for all those broadband and
dialup ISPs currently a source of so many problems?
The ones that are too fucking cheap, stupid, and/or lazy to do
anything about their infected lusers spamming and emitting worms?
They're going to go to a lot of extra effort to allow their idiot
lusers to spam? I don't think so.
