If we give e.g. a /28 to a (business) customer we don't know which
IP the mailserver will be on (if any). I don't think we are
different with this regard to the majority of all other ISPs.

If you're an ISP giving a subnet to a business (or a smaller ISP),
then as far as you're concerned they're welcome to put their
mailswerver on any of their IP addresses, so you don't have to block.
It's their problem.
