Yes, and when that gets solved, there will be a new problem.  Remember
when the problem was open relays?  That's solved, spam is still here.

So by your reasoning we shouldn't have bothered to close the open
relays?

I don't think there are all that many opportunities open to spammers
to cause the kind of global mayhem they cause, and raising their cost
of business (i.e., forcing them to retool drastically over and over)
should have its effects on them.
