Are there any intention to make this into an RFC?

I didn't push it (the writeup was a thought experiment more than
anything), and there didn't seem to be a lot of interest from the WG
either. I imagine somebody would need to implement it in their MTA before
it advanced down the standardization track.

It's not likely that spammers would use it however

For those you can still use the method of allowing only one recipient
per transaction (or at least only recipients with the same anti-spam
policies). Any conforming MTA however would not be subject to those
restrictions.
