What's important is not what we see but what the DNSBL user can see
so that they can make an informed decision.
But it may occur locally. Wouldn't want your DNSBL queries to go off to
a test DNS server. Tho, perhaps it's unlikely to result in a listing...
Yes, it may occur locally. But it's not like the DNSBL operator is
pointing the NS to the user's loopback (127/8).
