Generally speaking, the user may know what kind of complaint they have. However, the service provider (I'd say ESP, not ISP), may be in a better position to know how to handle the complaint. When forwarding, there are two service providers.

Service providers and software developers have a responsibility to enable users to do the right thing (ultimately, something that will stop the email at source), and to present a comprehensible user interface. The user shouldn't have to understand how an email got to them.


No reason to implement a "forward management" inside "The Spam Button
Feature", then.

That depends on its purpose, and how its implemented.
