If the ISP is counting messages, all those "forwards" with no complaints
could screw up the statistics.

Since the ISP knows that the user validated them as forwards, they
should have no effect on deliverability to anyone else.  That includes
(not) using them in statistics.

It's marginal and it's a distraction.  Any suggestions on how to make
a working spam button for POP accounts?

How much information does the server retain?  Perhaps it should retain
more for "suspected spam" messages, and use whatever it has to at
least affect the amount of info retained for similar messages in the
future.  (Or the client could upload some amount of data, whatever is
most useful.)
