Forwarders who aren't taking care about what they forward *should* have

Suppose they _do_ take care, and act according to the user's expressed
wishes to have everything forwarded?

Then the two service providers need to have some kind of infrastructure that they can use to arrange for this to happen properly, mediated by the user of course.

So, when the user makes the request, the forwarder needs to be able to say either "I can't do that, it will damage my reputation when spam is forwarded", or "OK, but first you need to confirm the arrangement with the receiving service provider, by clicking this button".

What's required is some kind of forwarding protocol, perhaps.

(This makes more sense when
there's a chain involved, I give out Address1 which forwards to
Address2 which forwards to Address3 where I read mail. I want
Provider2 to forward everything; Provider1 should do spam filtering,
including that enhanced by the information I provide from Address3.)
