Providers who don't even know who their users are, are unable to
block them effectively. They are 2big2block, so vouching for them is
useless anyway.
As long as anyone is too big to block, we will have spamhauser. Why?
Because spamming is lucrative, and those who are too big to block have
no incentive not to take advantage of that status.
