representation of the data beyond this point is in/not in the list, in
iprangepub-01.

It doesn't handle ranges with holes.  If you want a hole, you divide
the range.  I don't understand what you mean by "data beyond this
point is in/not in the list."  If you mean checking that an address is
less than the first entry in the list or greater than the last entry,
the lookup process handles that automatically, as it notes in section
3.

also the concept of increasing resolution with finer-grained querying,
useful for reputation-by-address kinds of databases, seemed absent.

Sorry, don't understand what that means, either.  If you're asking
whether it could return the prefix in which an entry was found rather
than just saying the entry was there, of course it can.
