Actually, this is wrong. While the default modifier for a mechanism is
'+', when no mechanism matches and there is no 'all' suffix, the default
for a naked record is '?' or neutral. See section 4.7 of RFC4408. It
is not a matter of having confidence when you publish, it is how email
for the domain in question is used. As a general rule, asserting '-all'
will result in the loss of some valid messages. Secondly, a pass result
is not modified by any 'all' suffix either.
