Probably not "money laundry",
but surely not something legal.

While this particular horse isn't particularly relevant (if not dead),
there are a variety of illegal things it could be, depending on the
circumstances.  The key is whether the DNSBL operator can be shown to
have _known_ that the delist request corresponded to ongoing illegal
activity.  If it can, it could be accessory, conspiracy, racketeering
or other things.
