My implementation just treats weight=3 as unknown. Whatever the intent
behind the spec, I think it is operationally meaningless.
The spec cannot assume the sender has promised anything. The situation
becomes entirely different when such a promise exists; but this is
out-of-band to CSV.
Not true if there are parent domain assertions.
