The issue you raised is about reports to the signer. The question asked in this thread is whether the "r=" tag should be localpart only. As I see it, the "r=" tag is about the signing policy for the domain. The alternatives are:

1. Restrict the tag to localpart

2. Restrict the tag to hosts within the domain

3. Remove the tag.
