According to some code of mine, sha256("") in hex is:
248d6a61d20638b8e5c026930c3e6039a33ce45964ff2167f6ecedd419db06c1
Anyone confirm that? (I've not checked what the code does, vs.
should do, with a null input.)
So we should have "l=0;bh=base64(that-hex-above)"
