Here's my own view. DKIM is not only (or merely) the mechanics of
digital signature construction and verification. Signatures are just a
tool -- a safe way of saying "I insert X so is X present?" (X being, in
our case, a DKIM signature). The primary goal however is not to
construct signatures. We want to make improvements in the email
authenticity space. Another vector for that might be "I don't send
mail". That this doesn't directly involve signatures is not in the
least a problem.
