Not quite. I expect conventions to arise for its use in particular
situations. For example, it might become common (even mandatory) to use it
when messages are distributed to a mailing list (such cases would be
easily recognisable by evaluators because of the presence of List-*
headers as well). Doubtless there are other special purposes which
evaluators could use and act upon (including perhaps well known senders
such as Yahoo and Hotmail).
I think I am +1 fine with your errata.
It probably needs a little more word smithing, but it should probably move
ahead.
