Would it be reasonable to add that says this refers specifically to
header tests (e.g. "in header tests, ...")? Otherwise something like
the 'editheader' extension will conflict with this prohibition, as
editheader says (or, at least, implies, and probably should say) that
bad header names are to cause an error.
Good point. I've added "in tests" to the end of that sentence.
