"deployable in
stages with semi-painless transition" to "widespread breakage
at time of deployment, with no transition mechanism".
This is what the "if no records, treat normally" part of the existing
proposals was about. I would want an enterprise choosing to play by the new
rules to be held fast to the new rules, however.
