Your simple question makes a false assumption. Said domains are making an 
unequivocal statement that the mail in question is *not their mail*. If 
users in that domain are actually sending the mail, *they are doing 
something wrong*, and the domain owner is telling you so.
You are assuming that whatever domain is asserted by the peer MTA is not forged.
