Please clarify.

What, exactly, would be required to be supported and what would be
optional?

In particular, how will interoperability be assured at all stages of
deployment and use?

To be entirely pedantic, how will the specification ensure that the
client does not implement an incompatible capability from the server?

If client and server do no share at least one MUST, then there will be
non-interoperability.
