 Where SPF ties reputations to domains, CSV ties it to IP's.  Since
 domains are hosted at IP's



CSV uses host domain names, to identify client MTAs.

That client's IP address is derived during the authentication phase, but the 
domain name is the identity used for CSV processing, including the Domain Name 
Accreditation portion.
