Fair enough - as Adam says, you only need a simple flag on a public key
for this purpose.

you choose to not send to the CMRK, you can remove it by simply double
clicking the CMRK to remove it and the message will be encrypted to the
intended recipient only.

Again, your message would simply be bounced before reaching the
recipient. And anyway, we are talking protocol design here, not user
hacks which may or may not be effective but will regardless be out of
reach of 99% of users.
