Sorry People, I guess I shouldn't read rfc's at 2am. :)

I was mistaking the "Public Subkey Packet" for a Signature SubPacket.

Forget all my previous ranting.

Still don't know why PGP 5.0 striped off the sigs when exporting the key
but that is not an issue for OpenPGP.
