Can you get by with the current "Notation Data" subpacket type,
or is the 2-octet length field too limiting?
(64KB is a bit small for some JPEGs, and it's a pretty short voiceprint
at any decent quality.)

The only type defined initially is a JPEG photo, in the JPEG File
Interchange Format (JFIF) [ftp://ftp.uu.net/graphics/jpeg/jfif.txt].
The subpacket data is the JFIF data which holds the image.

I agree with another commenter that JPEG is pretty limiting,
and "image" might be better, especially since JPEGs and GIFs
identify themselves just fine. In particular, GIF support is good
for pictures that need lossless handling and few colors,
such as fingerprints or cartoons.
