Notation subpacket lengths

I would like to suggest a quick change before the spec is closed.
I would like to use the Notation subpacket to hold information 
for PGPtickets. One of the things that I would like to ammend is
how the lengths work for Notation data and name values..

right now the spec says:


5.2.3.15. Notation Data

       (4 octets of flags, 2 octets of name length (M),
                           2 octets of value length (N),
                           M octets of name data,
                           N octets of value data)

I would like to suggest that the 2 octets lengths be changed to support
the 1-2-5 octet length conventions used elsewhere in the draft.
in addition to being more consistant it would allow us to save 
a some bytes when building up multiple ticket packets..

the downside is can make packet processing a bit more complex, but 
all implementations of PGP will have code to handle the 1-2-5 lengths
anyways.

any comments?
