I would like to suggest that the 2 octets lengths be changed to support
the 1-2-5 octet length conventions used elsewhere in the draft.
in addition to being more consistant it would allow us to save
a some bytes when building up multiple ticket packets..
the downside is can make packet processing a bit more complex, but
all implementations of PGP will have code to handle the 1-2-5 lengths
anyways.

It's an excellent suggestion. Until a draft or so ago, the total length of
all subpackets was a two-octet length, so there was no reason for the
fields here to be longer. Now that the subpacket region can be 4 gig in
size, this should be expanded. Future generations will thank us.
