Yes.

OPES cannot be blamed for breaking something that is already broken.
If something is already broken, OPES should not be expected to fix it.
If something is not broken, OPES is expected to keep it that way.

IAB concerns and such only apply to non-broken environments. They are
meaningless in broken environments that already violate them without
OPES help.
