There is at least one well-known server that behaves in this
general way (perhaps not this specifically).

Yes, I'm familiar with both the server and the developer, but this
didn't seem like quite the same behavior that's been
advocated/implemented.  I don't recall anything from that source about
short-circuiting RSET.
