I have a hard time believing that Microsoft will intentionally and by
new design violate SMTP 2821 and a key conceptual email transaction
operations.
I would suggest/ask Adam (OP) to produce a VISTA SMTP client session log
or collect one at the EXIM server to see the full conversation. But it
sounds this is something beyond normal 2821 operations.
I have Windows Server 2008 Beta (AKA Longhorn, AKA Vista) on a
multi-boot. Maybe I will try it later to see what its client does.
Just consider the repercussions of such a action. If this is true, I for
one, will definitely contact Microsoft Exchange engineering management
pronto.
