I think that is an excellant idea, or do I make a poor assumption that the
author will always know where the discussion is taking place? Is there an
'authority' that knows where discussion for each and all drafts is taking
place? just curious.
For many drafts, it's either the product of a working group, in which case
the address is known, or it's done as a private proposal, within the context
of a working group (some of the DNS I18N ones are in this category).
For other drafts, there may be a known mailing list that's a good place to
discuss it.
I would guess that the author should usuallly be able to suggest a venue -
if none is listed, it should probably default to the author's address.
