Personally I'm not after solutions yet.  IPR problems are lurking in
many working groups.  We're going to have to figure out new ways of
dealing with conflicting goals, and it's going to take a change to the
IETF culture to get enough people following them.  Polemicized email
arguments won't do it.  There are only two ways to change IETF culture:
(1) have people of influence issue a document of some sort and promote
it for 3 years, or (2) have a plenary meeting and come up with a good
sound bite to summarize a solution (like "we reject kings, presidents
and voting" etc.).  The first takes a long time.  I don't expect to
accomplish the second, but I'd like to allow for it.
