like, for instance, a need for path mtu discovery to work reliably?
(since v6 routers don't fragment packets)

This is veering a bit off topic, but in the plpmtud bof at IETF 56
we were shown a method for determining path mtu that does not rely
on ICMPs. (ICMPs are untrustworthy and unreliable in any case, so
let's stop this red herring before it goes any farther.)
