you're simply wrong about that, at least in the current architecture.
If any process chooses to pass around values
that are explicitly expected to be directly used
as topology locators, that process needs to
understand the topology it is describing.
that "process" is called IP routing, and expecting routers to
understand IP addresses and their relationship to topology is
not a new idea.
