I hope IETF's meeting in Beijing will be one more occasion to restate
that people's intelligence is humanity's primary asset. However, I'm
not sure technology can prevent corrupted managers and governors from
offending it.
In my opinion, theoretically, we *can* make the Internet uncensorable, at least
makes all intermediate nodes unable to censor anything. The TL;DR answer is FEC
algorithms.
I'm afraid your idea won't easily become a practical way to improve
network neutrality. IPv6 and SCTP bring somewhat equivalent change,
and their lack of adoption is significant. (TLS has seen more luck,
and I'd go for it.)
