It's inevitable as data traffic is exceeding voice traffic.

It is true that IETF has been stalling on not only IPngs but also
mobile IPs. But mobile architecture will change as the integration
of 3G and WiFi networks proceeds.

New *SMART* mobile handsets are ready to run skype as an application.

Analog POTS is certainly dying

ISDN, which was about to have 10M subscribers in Japan before
DSL era, is dying even more rapidly.

but the E.164 namespace is doing even better
than domain names.

The question I already asked is: who pays for it.

Clearly, mobile users won't want to pay to maintain E.164 for
POTS.
