Big enterprises buy small ones; sometimes at a great rate. Imagine an
enterprise that uses this /12 for its corporate network buying a wee little
company that was connected via CGN up to the purchase. The order in which
they renumber/get attachments to the new mothership/ start passing traffic
from this /12 gets just a little bit more strict and the chance of
ticket-inducing failure goes up just that extra amount.
