Excellent. I had hoped that was the situation. It obviously
makes things much easier (and some of my earlier comments
irrelevant). With all the effort we go to ("Note Well" and
otherwise) to be sure that people are informed about the policy,
I have trouble generating sympathy for someone who says "didn't
underatand", but that is another matter (and perhaps just my
problem).
No, I don't think it's your problem. I've only been a mildly active
participant in the IETF for a couple of years now, but the first time I
read the Note Well it raised some question in my mind and made me go
spend time reading the relevant BCPs and related documents until I
understood my obligations. During that time, it was abundantly clear to
me that if I did not understand any of these documents, the IETF had
plenty of resources (this mailing list included) for me to utilize to
ask my questions and get answers.
I would say that the more serious concern here is that the individual in
question may not have understood the IPR policy, but believed that they
*did* understand it, and so did not ask any questions about it. If they
did not believe that they understood it, and did not ask any questions
to achieve an acceptable level of understanding, that's a much more
egregious situation.
