But that's the point.  RFC 6563 is about documenting a failed experiment.
That's where the proposed approach actually helps.
(Retracting the A6 code point, maybe not so much :-)

Many other experimental RFCs neither fail nor succeed.

Between November 2004 and November 2009, I could not have said whether RFC 3940 
"failed" or "succeeded".  It just was there, and people played with it.  It 
didn't take over the world, and it didn't destroy the Internet either.

When would the IESG have cut in under the new policy?

(RFC3940 finally was superseded by standards-track RFC 5740 in November 2009.)

Now imagine an over-eager AD somewhere in these 5 years, wanting to clean up 
their backyard.
