If that were the extent of this discussion, then the answer would be 
obvious.  It is not that simple.

I understand.  I was responding only to the discussion of the fact that we 
couldn't find a candidate with expertise in congestion control, so we 
shouldn't appoint anyone.

If we absolutely need someone with that expertise on the IESG, that isn't 
likely to be resolved by proposals to reorganize the IESG and/or eliminate 
this position, either. 

I must agree with Margaret here.  As with code refactoring, eventually you've 
refactored away the simpler bits.  Usually you are left with a core of 
something that was too hard to refactor.

Even if we agree that the IESG has work that could be redistributed in some 
fashion, it's arguable this solves the problem at hand.
