Agree.  And I suspect that a large part of the answer is "make effective
participation in IETF substantially less expensive than it is now"

(I didn't say it was an easy problem to solve.)

Thank you both for these thoughts.

I've self-funded a couple of IETF meetings, but still think primarily about "expensive" in terms of time.
