Actually, the IETF has very little to do with April  1 RFCs, except to
enjoy them. The RFC Editor is entirely responsible. The RFC Editor
accepts submissions, consults with a few experienced
members of the Internet technical community, chooses which ones are
sufficiently well written and clever, and publishes them. There may be one
or more rounds of editorial suggestions and author updates before
publication.
