Such a project sounds like an excellent idea and it could be interesting to pursue it with coordination from the IETF community.

One point worth noting is that the primary work of the IETF is conducted over email. Consequently, the project does not require an in-person meeting with the IETF community. In fact, relying on an in-person meeting for the effort is counter-productive training for being effective in the IETF. I don't mean that such meetings aren't useful, but that I believe they are secondary to the work that is done over the rest of the time.
