IMnvHO, any anti-spam approach that depends on good behavior
from the spammers is a waste of time unless it is accompanied by
strong, enforceable, and enforced "if you break these rules, you
will spend time in prison" provisions.
While that is absolutely necessary, it's possible it's not sufficient, given,
say, sufficient motivation on the part of spammers or jurisdictional issues on
the enforcement side.
Um, yeah. Surely there are better places to rehash this.
