I don't think we need yet more mailing lists. Maybe it is just my
perception but it feels to me like there has been an explosion in the
number of non-WG mailing lists, most of which die due to lack of
participation.

Many drafts do have text up front on the first or second page inviting
comments to be set to some named mailing list or, alternatively, to
the authors. Requiring a "send comments to:" line in the first page
head or the like seems pretty reasonable to me.
